I would really like a manual, too. I wasnt able to find a manual anywhere on the internet. There is a help-section in the game, with all information about game mechanisms, and at the research screen, you can find a description to all your start-buildings and techs. But it would be much easier with a manual, where you could just see what a bank does, or what battle computers do. It took me a few games until I found the info at the technology screen, when you search for the starting techs.
